Geisinger Health Plan names two new executives

DANVILLE, PA –Geisinger Health Plan (GHP) has named Richard Kwei as chief operating officer and Edward Lucy as associate vice president of provider network management.

Richard Kwei most recently served as senior director of strategic planning with Boston Medical Center HealthNet Plan where he was responsible for the development and execution of strategic and operational planning. Before joining HealthNet Plan, he was the chief information officer with Private HealthCare Systems, Inc., strategic enrollment with BCBS Massachusetts, and assistant director for claims, enrollment, and member services of CIGNA Health Plans. In addition, Kwei served as market and forecasting analyst with Kaiser Permanente.

Kwei obtained his bachelor's degree in management science and his master's degree in operational research from Case Western Reserve University in Cleveland, Ohio.

As chief operating officer, Richard will be responsible for the leadership oversight of customer service, customer service support, strategic initiatives and planning, human resources and information technology.

Edward Lucy has more than 25 years of experience in health care. Most recently, he was the senior vice president of delivery system management and strategy with Health Insurance Plan (HIP) of New York. At HIP, he provided executive management and oversight to four affiliated medical group practices and 41 clinical sites covering 400,000 insured lives.

In his role at HIP, Lucy was responsible for contract negotiations, cost management, risk based relationships and vendor contracting. He was responsible for provider accreditation and compliance programs, provider customer service, reimbursement management, and pay-for-performance programs.

Lucy earned a bachelor of arts and a master of arts degree from Binghamton University.

As associate vice president of provider network management, Lucy is responsible for hospital and provider relationships including contract negotiations and credentialing.
